Stir together the flour, vegetable oil, and salt in a large mixing bowl. Add in the water and knead the mixture by hand for 15 minutes until a smooth dough forms. Divide the dough into 10 equal segments and roll them into balls. Brush some vegetable oil over the surface of the balls of dough and let them rest for 30 minutes.
While the dough is resting, fry the ground beef until cooked all the way through. Once the dough has rested, preheat the oven to 425°F. Roll out a ball of dough into a thin, rectangular shape and sprinkle some of the cooked ground beef, shredded cheddar, chopped onions, and chopped pickles on top.
Use a rolling pin to roll up the dough into a snug log, then push the fillings and dough towards the center of the rolling pin using both of your hands. Once the cheeseburger roll is about half of its original size, carefully slide the rolling pin out.
Stir together the cream cheese, fried bacon, shredded cheddar, jalapeños, salt & pepper, then transfer the mixture to a piping bag.
Pipe the cream cheese filling into the center of the cheeseburger roll. Arrange the stuffed roll into a small spiral in the center of a round baking dish. Repeat this same process with the 9 other balls of dough and the remainder of the filling. Continue positioning the bacon cheeseburger rolls in a spiral pattern until the baking dish is full.
Brush vegetable oil over the surface of the dough and sprinkle sesame seeds on top. Transfer the baking dish to the oven and bake the bacon cheeseburger pastry at 425°F for 20 minutes.
